Our newly-appointed Political Adviser suggests that
the legal advisers to the Foreign Office may be interested in

Hazlerigg
In view of the impression which, though mistaken,
is quite prevalent, that the Chinese have a right to free
admission to Hong Kong, I am enclosing a second copy for your
